Auditions are always open but the official accounts will promote the auditions specifically when they're gearing up for new members, presumably when they don't have enough good auditions to pore over or just to make sure they're getting the best they can get. Like soon after HQ debuted they had that collab where they very specifically promoted auditions, which was probably to help them fill VG which only had 2 members locked in. And this post from before HQ which has the funny wording of "male auditions now open", even though male auditions had technically been open since EN auditions in general had opened.
Not saying it's not new boys but it would be weird if they managed to find four new talents that they were happy with without needing to refresh the audition pool.
