Yeah, you're being a genuine fucking jack ass. With more that's surfacing there is a high plausibility that such projects have been in the works for a long time. Then staff is utterly incapable of sending funds or gaining signed permissions even if they send forms to permission holders THREE TIMES and it is a multi month ordeal. There's simply too much to ignore to not think this is a common occurrence in regards in dealing with staff.
