It's more about how you're using the reference.
If you're just mindlessly copying - or even tracing - you won't improve a lot.
But if you're actively analyzing what makes your reference successful, and incorporating that into your own work - you'll see a lot of improvement.
Of course, this does require some investment into fundamentals like form drawing first, but remember that using reference is not inherently bad; in fact, once you get past the beginner stage, reference becomes a crucial part of a lot of workflows and learning.
