It won't be because "plagiarism" (and tracing) is a completely different thing not ruled by IP law but by a social contract.
There is nothing preventing a mediocre artist to copy and slightly alter an existing design today but, other than chink companies, it doesn't even take suing them to dissuade, the "tar and feather" that ensues is enough
