What they meant was that there would be a permanent change in the way Youtube counts "live viewers"; which excludes "spam viewers" using some opaque measurement.

I truly doubt ANYONE is denying that did happen and the only other explanation is that EVERY SINGLE VTUBER (corporate or indie or literally who) started getting fewer CCV overnight between Dec 2 2020 and Dec 3 2020
