I mean, there isn't really any place to expand. Their base is on top of a mountain

>East is Gura's homes, torii gate, ocean, haachama island and cave, and phoenixton and the ferris wheel (and presumably other gura projects and the EN's festival area that they want to build) (So no room there)
>South is Ame's house, and anything back there is again super far away from the main area and would look awkward
West is the only real area for expansion that isn't super awkward and could still look natural. Unless Irys and EN2 pulls a Mori and makes their homes "very far" away from the base (which honestly wouldn't be an issue with Watson Rails, Kiara Ice expressways, and elytras) she has to go west, under the railway and so on. To make it look aesthetically pleasing and to not just flatten everything like the soulless japs
