All that this tells me is that Cover doesn't like doing its job.
There should be a department fully dedicated to deal with perms, getting perms for big name game before the girls even ask and make like a browser extension so that the girls can have real-time access to the list of game and categorize them by genre, popularity, release date and etc.
Gaming IS a major part of what holomem do in a daily basis. Not having a decent sized team dedicated to that is pure incompetency.
