The Sea Peoples weren't even necessarily from the sea, nor were they a civilization. It was more so a hodgepodge of Sardinians, Philistines, for hire mercenaries, and migrants that engaged in piracy against the far more capable economic and maritime powers of the region, Ugarit, Cyprus, and the Mycenaeans. They were mostly bit players until the Bronze Age collapse truly began in earnest. Furthering the disruption of the vital economic pipeline of the Mediterranean. Many of the sites attributed to Sea People invasions might not have even been attacked by Sea Peoples at all. Instead it could have anywhere from internal rebellions to smaller nations and tribes taking advantage of the unrest in the region.
In short, they were just a bunch of smelly vagrants that managed to make it through the collapse because they already opted out of civilization, so the fall of a political structure and the social contract it had with its peoples really meant nothing to them.
