Thanks for the tips. This is a good idea and I've never fully been satisfied with the output of sd-cn-animation, I think you've hit the nail on the head as to why.
Deforum is capable of using RIFE, I'm currently looking into that. I think it can interpolate any video (not just what was generated by deforum) but it's not something I've had a chance to mess with yet. Got a lot of experimenting ahead of me.
