I've had an idea about something like this actually. Considering shells that contain the fungi would either 1. cause the fungi spores to die due to heat and impact or 2. cause the victim to die because they just got hit with a shell from a naval ship's gun I had a memory of something British gangsters in the 40's and 50's used to do.

They would take the projectiles out of shotgun shells and instead replace them with salt crystals, this was non-fatal but caused extreme pain to the victim. So if on your ships you had a swivel gun resembling a blunderbuss that has a cartridge containing spores (ones from a fungus with chitinous spore shells to protect them) that you would shoot at extremely close ranges, this would offset the benefits of a ship-based bioweapon by requiring you to be point-blank but would be worth doing against an inferior enemy as if the infection went unnoticed a large amount of people could become infected over the course of time.

Referencing the above info; putting fungus in bombs or shells is difficult due to these enzymes (particularly hallucinogenic or mind-altering ones) being fairly chemically vulnerable to temperature changes. But if you could encase them somehow in a material that is soluble in the body that would protect them (think mucus, salt or CIA heart attack gun where the nerve agent was covered in ice) you could likely achieve this type of effect. Just need some hand-waving.
