Because her voice, her personality and her (actual) design are extremely goofy and cartoonish, on top of her being generally kinda prudish. Her outfit does show a lot of skin but on her it just creates a juxtaposing effect and makes her look even more ridiculous. Her alts are quite a bit sexier, but despite looking good I feel like they don't really mesh well with her character and just end up compromising the perfect package she is in her original outfit, which is why I'm not a big fan of them.
