He should be able to. Haven't read any of the new shit he's in but in the original comic he was like one shade short of omniscient. Don't think he never showed the ability to change his form beyond growing huge to end a war in one scene but it sounds entirely within his wheelhouse to become a femboy if it was his prerogative.
