That's a myth btw. The reality was much worse. Leopold II employed a private militia of sorts there, The Force Publique. Problem was that weapons and especially ammo was scarce and expensive. Members of the Force Publique had to prove that used ammo was for shooting criminals. Thing was, these unga bunga men now had guns and they used them to hunt wildlife. To prove the bullets were used on criminals they went around and chopped of the hands of beggars and the weaker members of society (often workers for the rubber harvest). It had nothing to do with quota. It was also black on black violence. But those events no longer fit the modern day woke narrative.
