Pomudachis shill their oshi in /NijiEN/ because that's where all the pomudachis are.
They don't post streaming guides to teach people how to bot their song covers. They don't sit in their discord bragging about how hard they work promoting their oshi instead of watching her streams. They don't even get mad when people criticize her, as said previously everyone knows Pomu isn't the best singer, it's not really a contentious topic.

Your last point isn't wrong though, it's just vtubers never actually harnessed idol culture outside of Hololive so this is weird for us. Especially in Nijisanji fandom people usually treated them as actual entertainment and not idols. Idolfags and kpopfags will buy 100+ copies of their oshi's latest single to shill them for example while I've never seen Pomudachis conspiring to do anything like that. Kpopfags and idolfags will spend a full time job's worth of effort every day promoting/shilling their oshi in every platform they know just to boost their popularity, it's cringe as hell and makes it seem like they're just corporate drones working for free. These women are way more mentally ill than any parasocial gfefag ever could be, they're wasting their lives looping Luca's latest single when they could be watching streams instead.
