because the whole Romanticism movement was all about the emotional beauty of the world (all the paintings in this era for example are all of vast landscapes or depictions of life in intense ways).
Gothic fiction (which Poe basically started) takes this approach to dark things and sees the beauty in the macabre, the overuse of description to paint the imagery and feeling of the work is literally the whole point.
The writers of the time were obsessed with depicting the 'sublime' and Poe's writing attempts to capture the sublime nature of the morbid in this 'overdescriptive' way; this IS the substance.
