Just to put into perspective. This is what 20k people look like. Imagine this arena, completely still and silent. With maybe 10 people talking spread out.

I don't think you're grasping how big 20k is as a number. Pic related is a 20k stadium. That's the amount of people that are watching IM in the clip. Even if 18k people were completely still and quiet, 2k people talking would still be loud. Hell 200 people talking would be loud. It doesn't matter how polite twitch chat is, or how mature and sophisticated they are. Two people are bound to chat at the same time, it just has to happen at some point. But it doesn't in that clip.

Again, to me this looks like a straight up bug. Idk anything about IT but I imagine something like video buffering where every chatter got stuck and the chat slowed down for a second before everything came back in one go. But idk if that's bullshit because like I said I know nothing of tech shit.
