In a way, yes... and no.

Enforcing NDA consequences isn't really to frighten the other talent: it's to keep shareholders confident.

I've said elsewhere, the affectionate regard in which Meru is held (as the third holo ever) is evidenced in Tanigo and A-chan publicly wishing her well ... but the shareholders come first.
