For most other nations, there need be some kind of physical factor to activate the chuubanite... Only emotions and thoughts are not commonly used...
Here is a possibility. /horni/ chuubanite is activated by human pheromones related to sex. And how effective this activation is depends on the "quality" of the pheromone cocktail generated by the human. Depressed masturbatory sex gives off poor quality pheromones. "Higher quality" sex by the metric you prefer gives off higher quality pheromones.
Those pheromones need to come into contact with the chuubanite somehow, and would be found in the greatest concentrations in water-based fluids excreted during the act (sweat, semen, vaginal discharge, urine, saliva, breast milk). So the "chip" would have to be an accessory where it would be exposed to such. Condoms (preferably pierced, as I assume breeding sex is of higher quality), cock rings, some kind of chuubanitic IUD, anything worn on the body, tattoos could all possibly do it.

Chuubanite is basically just what Vitubium bound to matter is called. Kinda like calling a proton bound to an electron a hydrogen atom. You can correct it if you want, but I think they're used interchangeably colloquially, so it's probably fine even if not explicitly correct.
And yes, that's exactly what I mean. That re-emitted magic quanta could have some different properties. I think it would make sense that it shifts the signature of any chuubanite decay that affects it, maybe uniquely. So it would do X for /vnug/ chuubanite decay, Y for /meat/ chuubanite decay, etc.

Basically, chuubas exist in something called the "Heavenly Realm" (HR), let's call it a parallel dimension. Magical energy from the HR can leak into Vitubia (name of the planet). A chuuba graduating, is basically her going through a death of sorts in the HR, and this can have consequences in Vitubia if you want. For example, Rushia graduating was such a violent event that it basically nuked the country. Obviously Menace's graduation doesn't have to be as dramatic, or even do anything if you decide magic to not play a large role in /aeg/, it's just a narrative tool in your tool box.
Ah, /here/chuubas are instances of divinities coming down from the HR and visiting the planet. They're pretty powerful entities, so it would explain why Kiki's thread is able to punch above its weight given their geography and resources.
