They got popular because they were funny and did off the wall things which would be unfitting of a traditional idol but still did idol things like singing and dancing. If you're gonna get mad about the lack of CGDCT in Holo you can pin most of that blame on Coco.

Talent, EN exists because of Coco. Her being the most brash, least idol like of her co-workers and being a fluent English speaker paved the way for the EN branch. She provided entertainment, something the HoloEN girls did at first but that fell off a cliff a year after the branch debuted. Now it's all just pandering and doing just enough to sell merch and maintain memberships.
