Basically, the limb being cut sends a signal to the glands to create the chemical signal that request the requests the creation of stem cells. There is nothing that really prevents a larger creature from doing it, but on smaller creature, there can be tumor-like errors in the regrowing process. I can imagine that with larger creatures with more cells, there could be more opportunity for such mistakes to happen. And the re-growth would be way more expensive in terms of resources.
