my comment was more aimed to the fact rosemi doesn't have drills at all. to be fair I don't think she was supposed to be oujo when niiji commissioned her, her personality just fit well into it.
the reason drills are associated with it likely is more to do with how much work it takes to keep drills; implying she has the time to have drills, the money to have her hair drilled, and avoids any manual labor that could damage them.
