I think the horse is truly dumb and thought people just wanted her to apolgize. She doesn't really understand the GFE dynamics and plays into it by "mistake".

To her saying "I love you" and calling her members "horsebandos" is just a cute nothing, an endearing interaction in the roleplay she enjoys doing as a Vtuber. She doesn't know that to a certain audience, those words and interactions are like a brand new virus. They just don't have any defence against that when a cute anime girl says it to them.
