No. Gyaru fashion isn't super cohesive anyway, it's largely just "rebelling against traditional nip standards of beauty, often with foreign influence". This girl would fall under 'rokku gyaru', literally 'rocker gal', inspired by punk/rock and emo fashion in the west. Alternatively, Polka's outfit would fall under 'kogyaru', or 'school gal', which is characterized by traditional Japanese school outfits tailored to be less modest, along with the long loose socks, scarves/ties, and dyed hair (though not necessarily blonde, just anything lighter than traditional 'black')
