Here is the list of Niji waves sorted by their Q1 2024 median.
In the absolute bottom of the table there are two "skeleton" waves
- Harumiya
>Out of which only Onomachi Haruka survives with any level of activity
- VOIZ
>With the surviving members being Harusaki Air, Naruse Naru, but they were transfered to SEEDs and this wave is no longer considered existing.
Outside of those two, the whole rest of the ABSOLUTE BOTTOM of the table is all made of the newest NijiEN waves

>Krisis
>TTT
>LUNA
These waves didn't just underperform in relation to Hololive. They underperformed in relation to the lowest performers in all of Nijisanji.
Then you have Ethyria and Obsydia BELOW SELEJO(!)
How bad that happens to be shouldn't even need explanation.

All in all the entirety of your statement is wrong but this part is even "wronger"
