Honestly? Probably yes, if for no other reason than that she chose to apply for them and had the goal of being a brand ambassador for them. Was NijiEN a disaster? Obviously yes, but if that's the case, she should have been willing to go down with the ship.
If she actually wanted the "idol experience" she seems to be so "passionate" about, there was nothing stopping her from trying a bit harder, waiting a bit longer to get accepted into Hololive.
There's been enough gens now that she likely could have made the cut, had she properly applied herself. Nene got rejected four times before she made it in.
