Guilt culture comes from Traditional Catholicism. It is the idea that when you do something wrong you justly put the blame on yourself and must earn your redemption to return to good standing. Shame culture is a Godless primitive system where when you do something wrong you blame others or exile the wrongdoers. This is partly why asians have the "face" culture, they follow this primitive system.
