I have been reading stuff on the NVIDIA forums regarding stutering on videocards and found more solutions that could help Ame situation:
>ISLC
A software that dumps the standby list of RAM (not in use) when certain limit is reached, followed some tutorials and found that there's a version of Windows that has a weird bug/feature (and they haven't fixed it, you need a clean install with a newer version to remove it) since the "creators update" that mismanages this thing and stutters applications across the board
If she got a pre-build with Windows preloaded, she might have this version, anyways, I used it and improved my already good performance into something a bit better, not more FPS but less stutter in some games like Path of Exile

from the same developer, this is a utility to do a full clean video drivers uninstall, including the stuff that windows auto installs, related to the same problem as above, there might be a faulty version installed and the usual methods for uninstall don't do a good job, didn't try this one on my own because for windows I use LTSC version, so I have to install pretty much everything anyways but might be worth a shot

A lot of users have reported that some video cards start to stutter only when stressed to a certain level and DOWNCLOCKING them solves the problem, you won't get the full performance but you aren't getting it with the stutters anyways, stability is preferred in this case, the usual suspects for this are
>bad cooling
>bad power supply or power settings
>a faulty card with bad sectors
>software mismanagement
it's kind of a workaround and doesn't solve the problem but unless she's willing to do a professional check this might be enough, the 3090 is overkill anyways, so even if she downclocks to something similar to a 3080 would still be pretty good
if someone with a 3090 haha... or someone with similar problems can try this and share results would be great, more if you can manage to get Ame to try it
