Why didn't the Master solve the sterility problem by simply keeping a population of humans as 'breeding stock,' and when you reach a certain age you 'ascend' to being a mutant?

Why didn't the Master simply shrug off the sterility problem, because supermutants are biological immortals who cannot die of old age and are immune to any form of disease? Do you really need to increase the population if no one can actually die outside of accidents? You could even keep some frozen human genetic data in case you needed to cook up some more 'stock' after one too many supermutants got killed by a forklift or something.
