Hey man, just working with the 3.0 map. And you're right that we need to hammer out the exact differences regarding the relationship between the four peoples during the mag hegemony.
As for the placements, I mostly wanted to keep to the north elysium joke for the axelotles and figured that the southern parts of the island might be more tropical-esque and home to more rare species of flora that would interest the alchemists. vesties and altventurers I basically just flipped a coin who got east and who got west.
I was thinking a divide sorta like pic related by the end, with the red representing the federally owned neutral land. I've tried my absolute best keeping the land roughly equally divided between the four member states, checking with the amount of pixels they hold (noir ended up being slightly smaller and axel slightly bigger)
