Fauna negating Sana's destruction of earth is a planet-level+ feat, but Sana's scale basically indicates (among other feats/statements iinm) she can destroy things bigger than a planet, thus her destructive capacity is over Faunas (unless Fauna shows a feat greater than star-solar level-ish).

Notice that in all of their official profiles, councils members are called: Speaker of "Space", Keeper of "Nature", Warden of "Time" etc., not that "they are Space/Nature/Time".

What this indicates is that council members are NOT literal personifications, nor gods, but beings created specifically to become avatars/wardens of their respective element. Mumei in particular has even explicitly said that she wasn't directly created by the gods.

...except Bae. In her profile, as well as the HoloEN Prelude/Omen videos, it instead claims that she is chaos itself.

So she might very well be chaos given form. Thus, she is a cut above the rest of the council, and most likely the reason she is the leader of them all.

The key point to take away from this is that council are not omnipotent gods, nor are they roughly equal in power level. They're only avatars of X concept so they're only as powerful as their greatest showing, or feats.
