It doesn't look much like a ferris wheel, but ilmango has a design for a flying machine that can move in a vertical square (https://www.youtube.com/watch?v=j7dE3iUG9F0).). If your boy put one on each corner and set up the timing for starting the machines and triggering block updates to change directions then theoretically she could get something that functions similarly to a ferris wheel, although it wouldn't be possible to make it look much like one. A skilled minecraft player with time on their hands could probably improve upon the design now that honey blocks exist, but somehow I doubt the (adorkable) boomer who couldn't even change a game's brightness without handholding from her deadbeats could manage it.
