I think magically speaking, the second makes more sense for the curse. The accelerated life cycle is a /meat/ chuubanite effect, so trying to use that might counter-fire, since you're less accustomed to using it than them. The second is something that could be done with the curse more straightforwardly.

Now granted, even if the curse goes through without a hitch, I think it would be more interesting if there is a pathway for some counter-measures. Perhaps the curse only affects strongly people closely related to the 666 children, and the effect is lessened as you get farther from them in the family tree. This would make the curse devastating on a smaller population (Which may be what the ritual was designed for initially?), but not existentially dangerous for a large nation like /meat/. This way, they'd have some incentive to look into fertility-increasing strategies (like hag-importing), but it's not like, the genophage kek (hmm Matiyotl share some similarities with Krogans, huh).

Some other ideas for counter-measures:
/meat/ priests might be able to detect a curse has been created through divination
They may be able to create a fertility ritual to compensate for the barrenness ritual, probably making use of their chuubanite
They may be able to deconstruct the curse

Or it could be a combination of all of the above, where some hags are welcomed in when it's noticed birthrates are unusually low in some places, and then the priests detect the curse and they begin to work to undo it, maybe there could be a quick story about how the /hag/ and /meat/ priests are battling in the Heavenly Realm with a sequence of curses and counter-curses, could be fun. Fun is the most important part! Do let me know if my autism is being unfun.
