If you're a singing vtuber you should record and upload the most interesting part of the song as a short.
It's less work than mixing a full cover and most songs have a lot of dull repetitive parts.
Here, an example of what I mean:

Keep in mind that you're in a thread full of vtubers starting out and older vtubers who aren't able to make it. Grain of salt.
The theory is that you first get enough viewers, around 20-30 ccv, people will notice your viewers count on twitch and think you're a decent vtuber so they're check you out.
It's like a male virgin, nobody wants to date a male virgin so you need past partners or women will think there's something wrong with you. Barely anybody will click on a streamer with 0 ccv.

How to get your initial viewers and keep them? More than one way to skin a cat.
I've seen people do tik tok and plan a big debut.
I've seen people focusing on a single game and shilling in the community, sometimes to people who don't normally watch vtubers.
I've seen people just getting an amazing model.
I've seen people whoring themselves out in the most disgusting manner.
I've seen people draw fanart of vtubers on stream.
The most egregious form of marketing I've ever witnessed was a pre-debut vtuber liking a reply I made on my JP oshi's tweet so that I might check out her twitter account. JP indies, man.
