Here's my opinion on the matter, rushia and shion (and matsuri to a lesser extent) aren't lolis, they were all meant to be 16 yo jk characters right? but ones that just happened to be flat and petite (but imo their original designs don't have the correct proportions to be true lolis). However, they were the closest thing to lolis in hololive, so cunny deprived hololive fans latched onto them as being the "lolis" of hololive. This includes artists, who were able to make more loli esque renditions of the characters in their fanart.
Even though we have gura now, who is a "real" loli imo (9000 years old is basically "insert whatever age you want here" and with an even more cunny design) the others were the "lolis of hololive" for so long that it just stuck.
I personally prefer the more classic loli proportions to the proportions of characters like rushia, but i still find rushia's porportions way hotter than say, noel or whoever else.
