Also one more thing, No one told you to hurry up. If you had read what phaseanon AND alice said, (I think I did too) we are waiting for other things to get fleshed out. You really didn't need to worry about this when Phase still needs its resources and economy set up and Alice doesn't even have the India Company either.

Well, even though I used RL to justify myself mentally, we can't here. Albeit I think that it is reasonable to have a small fort in a harbor, not because of any immediate threats but because as time goes along, who knows what happens. A Harbor fort cannot be held anyways without the city itself so Risu shouldn't worry too much because if 2434 did something, they would have others to help them take it from them.
