Most likely yes for a foreseeable future. Solo streams still happen at least weekly, they're not nearly as fun and crazy as 2022-early 2023, though Evil Neuro streams are pretty good.

Vtuber corps don't usually deal with that sort of thing, so I doubt they'll be able to assist him with tech anyhow, though it's very likely that Neuro will have to be even more sanitized.
Considering that Neuro already has a pretty big established fanbase, it looks like a trade that doesn't seem favorable in the long run.
