Okay, I'm not buying the whole "I want to do more lore stuff and expand on it" alone, his lore seems like a part series that will explore him finding Shiro, which let me to two possible theories.

This is probably way too smoked on my brain, but hear me out:
I know that he's male, but doesn't it make sense. The lore seems like a jab to Niji with the whole shackles, and Shiro disappeared first, kinda like how Nina graduated first, and after her, it was him. So, it kinda feels like using that as the lore makes sense, Shiro goes away, and Kuro goes for him, finds him, and has now decided to live his own life, as a girl named Shiro with a different design.
