I doubt there's Chinese higher-ups in Cover. More likely there's a combination of several factors:
>Chinese shareholders putting pressure on Cover
>Cover being massively incompetent in every fucking regard, including management, rigging their models, taking care of their talents
>There's possible chinese sponsorships Cover wants to bite
>Cover has no idea how to handle Coco or Haato and, following Japanese work ethic, they kindly blocked them from doing anything until they leave on their own.
