I didn't even realize that he was replaced.
The new one sounds exactly like Junpei, both in tone and inflection.

Akiheeks on the other hand is a letdown.
Liam's voice shows both stoicism and a bit of fatigue in everything he says. It brings out Akihiko's character where he's more than just the attractive meathead of the group, which is what Reload is unfortunately doing. No hate on the new VA, but "deep voiced serious man" can be heard in every game nowadays.

A lot of animated cutscenes got cut to save up on storage. The PSP can run them, but only sparsely.
Exploring the entire game in 3D is changed to a visual novel. The dungeons and combat are still 3D.

In terms of content, P3P has everything the previous versions have except for the additions in FES. P3P on the other hand exclusively has the Female MC route.
