I think I can see the differences between EN and JP. It looks like EN girls put themselves first above their viewers (even fandom), while JP girls prioritize their fandom even at the expense of themselves. Different culture (individualism v. communalism), I guess?

Also, I can see why JP girls' lewd isn't the same as EN girls' lewd. JP girls did it as if they know exactly what their audience want (hence it feels like they give some kind of service), while EN girls' lewd is just the way to express themselves, whether others like it or not.
