Having worked both in retail and owned a small business, I can assure you that most people are stupid and ill-mannered enough that common sense signs are practically a requirement for wrangling these people.
Common courtesy signs like "clean up after yourself", "don't make so much noise", or "wear a mask while in the store" (this was during the pandemic) are meaningless to these kinds of people who are 100% id.
I never believed in the nanny state until I grew older and realized that people are so selfish and thoughtless about the needs of others that they need to be told what's right and wrong like toddlers.
For an society that runs on rules and unspoken etiquette like Japan, how else would they get through to thickheaded outsiders who don't conform to their customs. Not even trying to be a weeaboo here, but so many cultures outside Japan, Singapore, and maybe the upper crust British do not even practice proper social courtesies anymore.
This board and its denizens are living proof that at least a decent chunk of Hololive's core audience are manchildren who need to be told to behave.
