For starter she is the oddity of the Council group since she is not born like the others as in from the gods. Her main mission is just watching over civilization and recording every little facts about humanity, like History or Folk Tales while traveling - much like an Herodotus. The biggest element of lore I could think of is the cape. Maybe it acts like a limiter or maybe not. Mumei often tend to act crazier when the cloak is off, so maybe we got 'Mumei-under-limiter' and '7-Deadly-Sins Mumei' since 7 dead sins description is on the cloak in hieroglyphs but latinized.

The reason why she might be so forgetful was maybe due to the number of times she had to 'transform' into something but is now somehow stuk in the Owl form.
