What content quality?
Half the time she barely speaks, her gameplay is awful in any game, and her interactions with all holos besides mumei and gura is as stiff as the tone of her monotonous voice.
She adds nothing of value to Hololive besides a cool voice and a decent audio setup.

I don't think Holo/Niji do any form of scouting. Unless she auditions by herself she's nowhere to advance.
But I actually would prefer her to stay where she is. I don't mean by that for her to stay at two-digit viewer count but to not change her persona or agency. I highly doubt if she'd have as much freedom as right now.
It's our duty to make her popular, not her. She's already doing her absolute best and I'm grateful.

Any that do something outside of streaming so they have some stories to tell

What Moona lacks in skill in any particular field (socials, arts, etc) she makes up by going out of her way to get better and learn.

I watched Kiara twice. Once on her debut when I decided she wasn't my type of entertainer, and never tuned in to her stuff again (plus the gentle unsuscribe)
And the second time was when my oshi Friend went to holotalk.
In both instances her annoying voice, overly fake "energy" (shouting loud and talking fast don't make you funny or uplifting) made me regret tuning in; and in holotalk her total disregard for actually interacting in favour of turning every question into a "Let's talk about me then", definetely turned me off from her.

I don't hate Kiara, but I also don't have to like her or support her. If she diossappears from Hololive tomorrow, I wouldn't bat an eye
