It's pretty simple.

First make sure you're showered and groomed well. Brush your teeth, trim your nails, wear the hair that makes you feel comfortable but trim it if it's messy, like beards,etc. Don't use too much cologne, just enough to make you smell pleasant, nobody wants to smell axe body spray man or feel stinging from the alcohol emanating from your body.
From there:
1. You see the fans with your oshi mark, or oshi marks of other livers you follow, OR people cosplaying characters you like.
2. You approach them and ask if they want to talk about your oshi/ their oshi. Don't be a weirdo, just talk casually. Not everyone's going to reciprocate, if they don't just move on and try again with different people. Someone will eventually be friendly and chatty. Don't pretend to be something you're not, and don't go in with perverse intensions.
3. When you do hit it off with people, you don't have to just talk about your oshis. You guys can just talk about your respective hobbies, media you consume, work you do, etc. Use your life experience, but be respectful and listen. People appreciate it when you listen to them.
4. If you've hung out enough, ask if you could exchange socials, and ask if you guys could be friends. Since not everyone is going to live near you, many of them will become online friends, but if you're lucky you meet people who live close enough for you to hang out.
5. Time and keeping in contact will be enough, eventually you'll meet again.
Bonus: IF you're lucky you might legitimately hit it off with someone who finds you cute, funny, or interesting enough that they'd want to try dating you. If not, just having more friends will help you ease into meeting people until you do find someone. Just always be respectful. Note: You don't have to be respectful if a person turns out to be a piece of shit on the other hand. In that case you can just ghost them. because you don't want to get with toxic people.

It's not hard to be nice and make friends, it's about being genuine, respectful and kind.
