Hi, I'm the powerscaler who was responsible for picrel. I'm going to settle this debate in the most fair, proper and unbiased way possible: feats and statements. I'm going to refer to https://vsbattles.fandom.com/wiki/Tiering_System when I namedrop a level with a number and a letter so please check there for more detailed explanations. Believe it or not, this battle is actually closer than you all think.

First of all, the strongest HoloEN at their maximum potential is undoubtedly Bae. Me and a couple of anons already had a long discussion on this subject (https://archive.wakarimasen.moe/vt/thread/11798114/)), but long story short, Bae at max strength ranges from "Low 2-C: Universe level+" to "2-A: Multiverse level+", mostly because she is said to be "chaos itself", and Omen (https://youtu.be/BOWi6Pclr48?t=69)) states that chaos have existed "since the genesis".

Now surely nobody in NijiEN can compete with this level of power, right? Enter Pomu.

People underestimate her because she's this little fairy who looks like she couldn't harm anything. But really, after the likes of Kirby and Haachama, people should know better by now. Aside from all of her random OP powers she have (which suspiciously gives off a Haachama vibe):

Pomu is legit at least "2-C: Low Multiverse level" by powerscaling. This is because of the existence of what is later known as "Cursed Pomu", an eldritch horror version of Pomu capable of manipulating entire multiverses and breaking the 4th wall at the same time (Youtube and the streaming system itself).

As seen in https://youtu.be/0c_Ipp2_rnw?t=210, Elira launched her copy of The Henry Stickmin Collection. However, instead of getting to the main screen of Henry Stickmin, Pomu suddenly replaced the entire game (and by extension, the entire copy of the Henry Stickmin multiverse, which by itself contains other universes such as Super Mario 64), AND took over Elira's stream until Elira was able to gain control back of her own stream by manipulating the cursor. This is a straight-up "significantly affect" feat on a multiversal-scale, equivalent to the creation/destruction of a multiverse.

So to answer the question: Who would win in a one on one fight, no prep time? If we go by actual canonical feats, Pomu. If we go by theoretical max potential, then probably Bae. Either way, everyone else in NijiEN and HoloEN beside Pomu and Bae are basically fodder compared to these two, with the exception of Full Power IRyS (who could also be multiversal due to "I witnessed the creation of the multiverse" - https://www.youtube.com/watch?v=fgZdh8S4dAk and https://www.youtube.com/watch?v=Lvg4SUna5xw)), and Theoretical Full Power Rosemi (reality-bending on the scale of at least Low 2-C: Universe level+ - https://youtu.be/M5uAWNCyquc?t=1283).).

For the last time, hologura a different canon. Everything in hologura is inconsistent with established lore. For example, Marine somehow has more stamina than Suisei, can survive being thrown out of the window and is strong enough to put both Coco and Suisei in a giant jar. Even Marine herself said it's not canon.

Also, not that it matters, but that scene is from the hologra episode uploaded on Nov 29, 2020, which is almost 5 months before Haachama unlocked her time travel powers back in the 2021 April time travel arc.

Haachama is the single most OP holomem anon; it's an indisputable fact if you just look at her feats.

We know for sure that GODCHAMA is miles above HAACHAMA, but Akaihaato might actually be comparable to her since she managed to kill HAACHAMA (for real until some timeline fuckery allowed her to come back), and this moment indicates that her attack potency was infinite (at least on a universal scale) at the time due to the nature of recursion:

HAACHAMA is not only the most powerful raw-strength-wise, she also has the most OP power set out of anyone in all of hololive. And that's just HAACHAMA. GODCHAMA is implied to be leagues above anything else, including all other gods and whatnot.

Second is probably Nenechi due to Dragon Ball scaling (Nene超進化! Super Hyper Ultra Ultimate Deluxe Perfect Amazing Shining God 流派東方不敗 Master Freedom Justice Ginga Victory Prime Strong Cute Beautiful Wonderful Champion Galaxy Baby 最高 勇者王 天元突破 無限 無敵 無双 NENEMAXMAXMAXSTORONG NENECHI!).

Third could be Full Potential Sana due to the reasons mentioned in >>9164365

If HAACHAMA becomes the MC, I guess the villain is Akaihaato (since she's the only one who managed to 'kill' her), but neither of them are really evil so I guess Omega and all of the council will have to be the villains.

VS wiki and the likes are retarded because they take everything and wank it up to a level beyond any sane person would, ignoring that implications do not equal facts. According to them everyone is this planet-busting immortal menace just because a couple of holomems are capable of such feats, and that's not to mention most of the high end feats are based entirely on hologura, which is proven and stated to be non-canon by Marine so it's honestly so stupid.

...However, Haachama on the other hand actually has these ridiculous battle-anime level feats in her own channel and content so for her it's not a stretch at all. In fact, she should be well beyond planet-busting by now since she has been at least this strong since mid-2020, and believe me, she has been getting so much more powerful since then that most of her recent feats literally break reality, logic and even the 4th wall.

And that's just Haachama. We're not even talking about GODCHAMA (basically Red Heart [someone supposedly stronger than HAACHAMA as she casually calls HAACHAMA her pet], HAACHAMA, Akaihaato and all her other persons combined), who is on an entirely different level.

Also this image is outdated now since Haachama literally confirmed she's an eldritch god in her latest GODCHAMA stream. That ALONE would put her leagues above all the council combined since they're not even gods, but avatars created BY the god, and we didn't even get into Haachama's absolutely ridiculous feats yet.
