I think she is SRC cement, also known as sulphate resistant cement. Sulphate is very damaging to most kinds of cement and causes them to expand and break which limits them to areas where sulphate is likely to interact with the concrete the cement is made into. But SRC is resistant to it and can be used in such sulphate rich applications such as sewage pipes or where ground contact is required, which fits because Beatani seems to handle this sewage pipe of a website without problems. SRC is also a type of cement that is much slower to set than normal portland cement which also explains why her streams often take so long to start. But SRC is also a cement known for it's excellent late age compressivce strenght which also explains why the streams last so long.
