this is why it's important to identify noncanon, and make sure our magic system is actually followed. people get confused with all the "added flavor" and assume that's how things actually work. there is a chuubanite rentry in op, and we just got through discussing how that is not how any of this works, but because there was lore that did not follow those mechanics, there is a way for new people to get confused about the lore.

it would be a wmd if you could just summon a rainstorm anywhere and strike a specific target with lightning or whatever. you could create highly charged smoke that would act like a mini-lightning storm, fit with it's own electromagnetic field, but it wouldn't be anywhere near the power of an actual one, and you can make a passive interaction of the chuubanite be to increase the likelihood of lightning storms in the areas where it is most prevalent (see /morig/ for an example, usually it only really has an effect in it's nation, but we typically explain it as a mini-matter vs antimatter sort of situation, and the nation just happens to coincide with it. see some of the more "quantum mechanics"-like side of chuubanite) and if the region already has a high likelihood of thunderstorms, you can have systems for controlling where lightning strikes, but each of these options will have different weaknesses to work around. luckily, most of them rely on different properties of chuubanite, so you might be able to have all of them function from the same chuubanite, you'd just need to find a way to make it work. for instance, climate is a chaotic system, so dramatic changes can occur seemingly from nowhere.
you can't change the weather in an instant, but you can have chuubanite that makes an area's climate somewhere between 3 or so different possible states (the weather would allow for 3 states, normal, rainstorm, and thunderstorm, lets say, and very small changes in the climate can decide which of those 3 states will be dominant, most likely humidity and charge) so all you need to do is make it so that the effect of a certain chuubanite is to force the climate into one of those 3 states (ie, adding humidity gives dominance to rain/thunder storms, and adding charge gives dominance to thunderstorms/normal) and you could have glyphs that cause things to have a strong negative or positive charge that would allow you to control where the lightning strikes. then maybe you make it so that the chuubanite has a activator substance in the form of water that will create a compact mini-cloud with a strong electrical charge that will slowly dissipate into the wind that allows you to make use of it on a small scale, or outside of the regions that have an abundance of it. the key is that it was already like that before you tried to use the chuubanite to control aspects of it, as a result, you can't really use it elsewhere. if you can control the weather of another nation, you can basically create artificial natural disasters, which would absolutely be a wmd, but having that kind of power over your own area is perfectly fine.
