It would be rare an occasion that anyone in /uuu/ would need to know "exactly" where the lines are drawn, most saplings would just answer to whatever village they lived in.
Between multiple villages, the Matres in charge of the villages would meet and discuss.
If something was so large as to need settling between two Elder Trees, it would have to wait until the large gathering of all 3 Matres in charge of each Elder Tree
