Less a loli thing and more a proportions thing. 99% of what you see on a vtuber every day is their upper half and that's where Nyan's most petite so she comes off as smaller than she actually is. Especially to casual viewers who may not have heard her rants about her actual size. That's one thing I really liked about her artgun model. It's definitely stretched to emphasize her height and hips so the skinnier upper body doesn't make her feel short.
