Learn construction and how to draw basic shapes like cubes in just about every angle/perspective possible, then you learn the human anatomy (or at least certain muscle groups) and then you move on to anime girls. Also do a lot of symbol drawing. Once you`re comfortable with the basics you should also study from your favorite aritsts - try to recreate their art in steps, construct the form, study every line and the intent behind it etc
